Article 4 — Emergency Operations

4.1  In the event of a Class-C or higher fault affecting passenger-carrying rolling stock, Contractor shall mobilize maintenance resources within thirty (30) minutes of fault notification, regardless of standard service hours.

4.2  The on-shift L2 supervisor is authorized to dispatch emergency parts and labor up to a single-event cost ceiling of €6,000 without prior procurement review, provided the asset is in a fault state classified C or higher. Beyond this ceiling, dual sign-off by Operations and Finance shall be required, except where Section 11.2 (Public Safety Override) applies.

4.3  All emergency dispatches shall be logged in the central audit register within twelve (12) hours, including a record of the supervising L2, the asset identifier, and the responding technician.

Article 5 — Reporting

5.1  Contractor shall submit a monthly operations report covering all maintenance activities, SLA compliance metrics, parts consumption, and any escalations under Article 4.

5.2  Reports shall be delivered to the Nordrail Maintenance Director no later than the seventh (7th) business day of the following month.

Article 9 — Scope Restrictions

9.1  Field-repair scope shall be limited to non-safety-critical assemblies as enumerated in Annex C.

9.4  Pneumatic and hydraulic brake assemblies — including, without limitation, the PV-7xx valve family — are excluded from field-repair scope. Faults shall trigger full-unit replacement under workshop conditions, performed by personnel holding active PV-700/R3 certification.
